From April 27 to 29, the first Shaanxi textile industry product exhibition and marketing docking and new textile industry alliance information conference hosted by Shaanxi Textile Industry Association and Xi'an Baqiao District People's Government was held in Baqiao District Railway Theme Park. Baqiao District has a deep relationship with the textile industry. During the "First Five Year Plan" period, the largest cotton textile industrial base in northwest China was built here. Since March 1953, the 3rd, 4th, 5th, 6th and the first printing and dyeing factory in northwest China have been successively arranged, forming the largest textile base in northwest China, with more than 31000 employees, 370000 spindles, 9170 textile printing and dyeing machines, and an annual output of nearly 80000 tons of cotton yarn, 300 million meters of raw cloth, and 120 million meters of printed cloth. After the 1990s, textile enterprises were in trouble.

In 2007, the Xi'an Municipal Party Committee and the Xi'an Municipal Government put forward the strategic deployment of "comprehensively revitalizing the textile city area". Later, Xi'an Modern Textile Industrial Park rose up in the lower reaches of Bailuyuan and the bank of Bahe River. The park, with a planned area of 4.7 square kilometers, is China's textile industry base, Shaanxi Province's new industrialized textile industry demonstration base, the national textile and clothing industry demonstration park, and China's textile industry talent construction demonstration cluster. Western Textile Group, Wuhuan Group, Shaanxi Yuanfeng, Jihua 3513, Shaanxi Jinyi and other textile enterprises in the park have been built and put into operation, becoming the gathering place of Xi'an textile and clothing industry.

To further optimize the textile industrial structure and extend the industrial chain. In May 2021, the textile industry park will take the lead to form a "new textile industry alliance" with Shaanxi Textile Science Research Institute, Xi'an University of Engineering, and relevant textile and clothing enterprises.
