Recently, the State Council issued the general plan for the new port area of China (Shanghai) free trade pilot area (hereinafter referred to as the "plan").

Guided by the thought of special socialism, adhering to the concept of new development, upholding the development of high quality, promoting the economic development quality transformation, efficiency transformation, and dynamic transformation, we should select the internationally recognized most competitive free trade zone, and select the key areas of national strategic needs, high international market demand and high openness, but still do not have the implementation conditions in other regions. We should implement an open policy and system with strong international market competitiveness, increase the risk stress test of open economy, realize new area and overseas investment and operation convenience, free access to goods, convenient flow of funds, highly open transportation, free practice of personnel, and fast interconnection of information, so as to create a special economic functional area with more international market influence and competitiveness, actively serve and integrate into the national major strategy, and better serve the overall strategic layout of opening up. The plan points out that Xi Jinping should take the new era of China.

According to the plan, by 2025, the new film area will establish a relatively mature system of liberalization and facilitation of investment and trade, and create a number of functional platforms with higher openness. Regional creativity and competitiveness will be significantly enhanced, and economic strength and total economic volume will significantly increase. By 2035, special economic functional zones with strong international market influence and competitiveness will be built to form a more mature and stereotyped institutional results, and create the core function of global high-end resource allocation, and become an important carrier of China's deep integration into economic globalization.

The plan is clear, and the new film area is managed according to the special economic zone. We should establish an institutional system centered on the liberalization of investment and trade. On the basis of the open and innovative measures adopted in the free trade pilot area, the new film area should be supported by investment freedom, freedom of trade, freedom of capital, freedom of transportation, and freedom of personnel employment. A comprehensive risk management system should be established. Taking risk prevention and control as the bottom line, we should comprehensively improve the level of risk prevention and safety supervision on the basis of classified supervision, coordinated supervision and intelligent supervision. We must build an open industrial system with an international market competitiveness. The plan points out that the relevant departments of the state and Shanghai should push forward the reform tasks in accordance with the requirements of the overall plan to achieve effective results; strengthen the leadership of the party, give greater autonomy to the new development areas, make independent reforms and independent innovation management rights; regularly summarize the experience of the assessment system, formulate a promotion list, drive the new round of reform and opening up in the Yangtze River Delta; build new zones with high standards and high quality, and accelerate the formation of a mature and stereotyped system and management system, so as to better stimulate the vitality of the market participants in the international market.
