Hunan cotton farmers' cotton planting intentions in 2016 were low, their enthusiasm was not strong, and cotton planting intention area was about 1 million 650 thousand mu, which was 13% lower than last year, showing a downward trend.

Among them, the four cotton producing areas are Changde 850 thousand mu, Yiyang 300 thousand mu, Yueyang 200 thousand mu, Hengyang 150 thousand mu.

In 2015, in accordance with the provincial government's Guiding Opinions on promoting the adjustment of planting structure in cotton growing areas of the whole province, the main cotton producing areas were actively guided to adjust the planting structure.

Some scattered cotton planting areas are gradually withdrawing from cotton planting. "Cotton returning and grain growing" has become a hot word in the adjustment of cotton planting structure.

Cotton planting should be concentrated in the dominant areas, with regard to Chang Yiyue's three advantages in Hunan province.

In terms of the reasonable layout, the unity of varieties and the corresponding promotion of high-yielding cultivation techniques, the cotton field area will be stabilized at about 1 million 500 thousand mu, which will play a fundamental role in stabilizing the cotton field in the province.

Cotton farmers who have planted cotton for a lifetime in the dominant producing areas have accumulated a certain advantage in experience and technology. As long as targeted technical training and production technology guidance are carried out, technical services for large growers, family farms and professional co-operatives can be done well. The Cotton Subsidy in the country can keep up with and complement the cotton planting. The cotton planting in Hunan province can be concentrated on the advantageous areas with good planting base and high output level, and the quality and output of cotton can also be striving for double excellence.

The supply of high-quality cotton can also support the development of textile enterprises and stabilize the basic income of cotton farmers.

In 2016, the central rural work conference and the national agricultural work conference put forward efforts to strengthen the structural reform of the supply side of agriculture. Agricultural structural adjustment, bulk product inventory, consumption demand changes, and international price changes will be an important factor leading the operation of China's agricultural products market.

The Association believes that with the adjustment of cotton planting structure to the direction of centralization, scale and rationalization, it is reasonable to make an appropriate reduction of scattered or low yield cotton area. However, we can not give up the dominant cotton concentration area and the high yield area with five hundred kg of seed cotton and per mu yield.
