China has become the world's largest producer and exporter of textiles and clothing, and has the most complete industrial chain and the highest level of processing support in the world.

A dialogue meeting on business officials was held in Beijing recently.

Xu Ningning, executive director of the China ASEAN Business Council, said that in the twenty-first Century maritime silk road construction, China ASEAN textile industry cooperation prospects were promising.

Zhang Xian, Secretary General of the China Textiles Import and Export Chamber of Commerce, said that ASEAN has become one of the fastest growing regions of China's textile and clothing exports since the establishment of the China ASEAN Free Trade Area.

In 2013, ASEAN first surpassed Japan to become China's third largest textile and garment export market.

In 2014, China exported to ASEAN $36 billion 100 million of textile and clothing, an increase of 5.5%, and China imported 3 billion 900 million dollars from ASEAN to grow 20%.

At present, ASEAN is China's largest yarn export market and the largest fabric export market. According to a single country, Vietnam is China's largest fabric exporter.

Zhang Xian said that from the perspective of labor cost, ASEAN countries have obvious comparative advantages compared with China.

In order to make full use of the cost advantages, tariff preferences and cotton price advantages of Southeast Asian countries to adapt to the changes in the purchasing strategy of importers, many Chinese enterprises have implemented successful capacity pfer and overseas layout, pforming the competitive relationship between China and ASEAN countries into a win-win relationship.

Bases, red beans and Shenzhou group's export processing zones and garment processing bases established in Kampuchea have become models for Chinese textile enterprises to "go out".

Chinese textile enterprises have begun to raise funds in overseas capital markets, and accelerate the layout of ASEAN countries such as Kampuchea, Laos and Indonesia. They have set up orders centers, and have made use of Southeast Asian countries' labor force resources, taxes and cotton preferential trade policies to pfer some low value added clothing processing and production, using the management mechanism of collectivization and global resources allocation, thus obtaining capital, price, technology and many other advantages, and realizing the coordination and complementarity between overseas layout and domestic industry.

Weng Zhongyi, counsellor of the Malaysia Embassy in China, said that China is the largest importer of textiles in Malaysia and the fifth largest export destination.

If we want to set up a manufacturing plant in Malaysia, enterprises with a capital of more than 250 million dollars or more than 75 employees will need to apply for a manufacturing license.

In addition to Bardi textile in Malaysia, other foreign-funded textile projects can hold one hundred percent stake.

The government of Malaysia is also investing in man-made fibers, fabrics, knitted fabrics, finishing, special clothing, technology or functionality.

Xu Ningning said that China ASEAN will jointly build, co - operate and share the maritime Silk Road in twenty-first Century, and trade flow is the key content.
