Chinese made footwear, including garments, and other consumer and durable goods made in China, will be reduced to general duties in December 12, 2012.

Dumping at low prices.

From April 1993 onwards, China's footwear industry was levying anti-dumping duties. From October 15, 2008, it was replaced by a high tariff in the pitional period, which was lower than the anti-dumping duty. Until December 12, 2011, the high tariffs were lifted. The footwear industry in Mexico was protected by the government for 19 years. But during that period, the industry did not seem to have made significant progress.


The reason for this case is that Mexico has lifted anti-dumping duties on 935 products in mainland China since October 15, 2008, including bicycles, bicycle inner tires, shoes and parts, padlocks, etc.

Door locks, iron pipe joints, disposable lighters, fluorite, Furazolidone, hand tools, textiles, toys, pencils, motor products and parts, Parathion Methyl, organic chemicals, ceramic plates and related articles, iron valves, steel valves and candles. 749 of them will soon be reduced to general duties, while the remaining 204 will be subject to 4 years of pitional duty, which is still higher than the general tariff.

The industry has repeatedly asked for extended periods of high tariffs, but Cesar Hernandez, director of foreign trade of the Ministry of economic affairs of Mexico, has made it clear in early December 2011 that it is impossible to extend the future. The only defense pipeline in future is to ask the Ministry of economic affairs to investigate if Chinese products are dumping at a low price.
