On the 30 th, the website announced the number of tariff quotas, conditions and rules for distribution of wool, tops and sugar in China in 2011. Of these, the quota of sugar import quotas in 2011 was 1 million 945 thousand tons, of which 70% was state-run.

For 287 thousand tons, the import tariff quota for wool tops is 80 thousand tons.


According to the announcement, the basic conditions of the applicants for sugar import tariff quota are: registration before the business administration department before October 1, 2010, and passed the latest annual verification of the industry and commerce department according to the regulations; from 2008 to 2010, there was no violation record in customs, foreign exchange, industry and commerce, taxation, quality inspection, social security, environmental protection and so on; there was no violation of the Interim Measures for the import tariff quota administration of agricultural products and the application and allocation rules for the import quota of sugar in 2010.


According to the announcement, applicants with the above conditions must also meet one of the following requirements: (1) state trading enterprises; (two) central enterprises with state reserve functions; (three) enterprises holding the 2010 sugar tariff quota and having import actual achievements (hereinafter referred to as those who have actual performance); (four) sugar manufacturing enterprises that have processed over 600 tons of raw sugar (including 600 tons), registered capital of more than 10 million yuan (including 10 million yuan), annual sales of sugar over 350 million yuan (including 350 million yuan), and (five) enterprises engaged in processing trade with sugar as raw materials.


The announcement pointed out that tariff quotas for sugar imports were allocated according to the import performance, production capacity, sales volume and other related commercial standards.

If the quota quota can satisfy the total number of applicants who meet the requirements, the applicant will be allocated according to the number of applicants. If the quota quota can not meet the total number of applicants who meet the requirements, the applicant with the actual performance will get the quota of the above year's import performance as the base. If the allowance is allocated, if the allowance is based on the applicant's processing capacity and sales volume, the proportion of the applicants who have actual performance and non performance applicants will be allocated according to the number of applications.


According to the announcement, the tariff quotas for wool and wool imports in 2011 will be allocated in a "first come, first served" way.

Applicants apply for import tariff quotas for wool and wool (including processing trade) on the basis of wool and wool import contracts and related materials.

The authorized department of the Ministry of Commerce issued the "import tariff quota certificate for agricultural products" to eligible applicants.

When the quantity of the issuance reached the quota of wool and gross tariff in 2011, the authorized department of the Ministry of Commerce stopped accepting the application.
