Regional Positioning In Yangtze River Delta: Global Modern Service Industry And Advanced Manufacturing Center

The State Council has formally approved the implementation of the Yangtze River Delta Regional Planning (hereinafter referred to as "planning").

The plan defines the strategic orientation of the development of the Yangtze River Delta region, namely, the important international gateway in the Asia Pacific region, the important modern service industry and the advanced manufacturing center in the world, and the world-class city group with strong international competitiveness. By 2015, the Yangtze River Delta region will take the lead in realizing the goal of building a well-off society in an all-round way, and strive to take the lead in realizing modernization basically by 2020.

This is the first inter provincial regional plan in China, and the eighteenth regional development plan approved by the State Council since 2008.

Relevant experts said that the "planning" will bring the advantages of industrial layout and resource allocation for the Yangtze River Delta region, and the upgrading and pfer of industries in this region will also bring about the huge effect of driving along the river and the north and south of the radiation.

The most important strategic position in the Yangtze River Delta can lead to the north and south of the river

In recent years, China's regional planning has been intensive.

Since the Pearl River Delta plan was approved in December 31, 2008, the 17 economic development plans of the Haixi Economic Zone, the Yellow River Delta, Hainan tourism island and Jinggangshan have been approved successively.

The plan approved only in 2009 is equivalent to the sum of the previous four years, covering a large part of our country.

In many regional planning, the Yangtze River Delta undoubtedly has the most important strategic position and the most leading role.

"Unlike the past regional planning, the status of the Yangtze River Delta is very important."

Professor Xu Fengxian, a researcher and regional economist of the Institute of economics, Chinese Academy of Social Sciences, said that the region's talents are highly concentrated and have superior geographical advantages, which is obvious for the coordination of the economy.

The highly developed Yangtze River Delta region will drive the entire Yangtze River basin economy and then radiate to the north and the south.

The Yangtze River Delta region, including Shanghai, Jiangsu and Zhejiang, has a total area of 210 thousand and 700 square kilometers, and GDP accounts for 24% of the total GDP in China. It is the most developed region in China's economy and industry, and also the highest level of opening up in China.

Xu Fengxian said that the annual GDP per capita in the Yangtze River Delta region has reached 24 thousand yuan.

According to the plan, the per capita GDP of the region will reach 10 thousand US dollars by 2020, reaching the level of developed countries and become a truly developed region.

The right to give priority to resources and the return of the king in the Yangtze River Delta

The head of the national development and Reform Commission said that the Yangtze River Delta region is facing heavy tasks of improving its capability of independent innovation, alleviating the constraints of resources and environment, and pushing ahead with reform and tackling key problems. It is in a critical period of pformation and upgrading.

The implementation of the plan is conducive to further eliminating the impact of the international financial crisis and accelerating the pformation of the development mode.

In recent years, Haixi and other coastal area planning have been announced, and the development of the Yangtze River Delta has been slowing down, which has been the leader of the coastal economic development.

Xu Fengxian believes that the publication and implementation of the plan has a strong guiding role and will bring a series of development opportunities in the Yangtze River Delta region.

First of all, after the goal is clear, high-tech projects will be given priority to this area, and a number of projects that will have an impact on the world market will be laid out in the Yangtze River Delta region. Second, the planning as an important guiding ideology of the central government will encourage every province and city to formulate relevant supporting measures. Third, the plan puts forward the principle of internationalization, and the local government will guide and promote the "going out" efforts further according to this principle. Fourth, after a series of important development goals are determined, the energy supply will also be allocated to the region in priority.

Regional joint development and Yangtze River Delta will upgrade the industry as a whole

The Yangtze River Delta regional planning outline (Draft) was formulated in 2006. It is proposed that the future development of the Yangtze River Delta region will be Shanghai's "core", and the regional development of the Yangtze River Delta along the Yangtze River, along the Hangzhou Bay and other 6 development zones.

"One core and six zones" is regarded as the framework for the overall layout of the region.

Xu Fengxian disclosed that "one core and six zones" is the key content of this plan.

It is reported that the main contents of the planning include the specific division of the northern Jiangsu, Huning, Hangzhou Bay and other regions in the Yangtze River Delta region; what key industries will be revitalized in various regions; and the construction of public infrastructure.

It is worth noting that the planning will expand the development of modern service industry and advanced manufacturing industry from Shanghai to the Yangtze River Delta. The overall industrial upgrading of this area is imminent.

And the resulting industrial pfer and upgrading will also give greater impetus to the development of the Yangtze River Delta.

Relevant experts said that the Yangtze River Delta region is not balanced in terms of economic development level, industrial structure, quality of life of residents, income gap among workers, regional cultural background, and the development of modern service industry.

In addition, due to the importance and awareness of promoting economic integration in the Yangtze River Delta, many cities have positioned their development as "the back garden of Shanghai".

Xu Fengxian believes that the implementation of the plan will effectively break these imbalances.

From the perspective of industrial structure, the new policy will guide a large number of hi-tech industries to accelerate the layout of the region and further harmonize the industrial structure of the region.

From the regional point of view, the most developed city in Shanghai is pushing the pfer of traditional industries directly to the central and western regions through counterpart support, instead of pferring to other cities in the Yangtze River Delta. Other cities in the Yangtze River Delta will also shift their traditional industries to the mainland with the development of the economy.

From the perspective of urban-rural disparity, South of Jiangsu and Zhejiang plain have become the fastest growing areas of urban and rural integration in China, and the gap between urban and rural areas is narrowed, which helps to adjust and upgrade the industrial structure.
