NDRC Supports Industry Transfer From East To West


The Chinese government is formulating a proposal to support industrial transfer in the central and western regions (hereinafter referred to as the "opinion") to support the transfer of industries from the developed coastal areas to the central and western regions and speed up the development of the western region.

Du Ying, deputy director of the national development and Reform Commission, disclosed the news yesterday when he participated in the first East West cooperation forum.

Du Ying said that in order to support further industrial cooperation between the East and the west, the state's upcoming "opinions" will take effective measures in terms of fiscal revenue, land use and supporting facilities, so as to support the transfer of industries in the eastern region to the central and western regions.

But he did not disclose the details of the opinion, nor did he disclose the time of publication of the "opinion".


This will be the continuation of a series of recent policies of the Chinese government on promoting the development of the western region. At the executive meeting of the State Council, chaired by Premier Wen Jiabao on Wednesday, he made clear that we must unswervingly implement the strategy of developing the western region. At the end of February, at the executive meeting of the State Council, the State Council gave six solutions to optimize the industrial layout of the whole country.


After ten years of western development, China's western region has made great progress. However, Du Ying said that in the western region, the state of "backward infrastructure, fragile ecological environment, irrational economic structure and weak self development capacity" has not fundamentally changed, and the trend of widening the gap between the eastern coastal developed areas and the developed areas has not been fundamentally reversed. To this end, China must thoroughly implement the strategy of developing the western region, and further promote the cooperation between the East and the west through more effective measures and more pragmatic work.


On Wednesday, the State Council executive meeting pointed out that the West should develop characteristic and advantageous industries, actively and orderly undertake international and domestic industrial transfer, transform resource advantages into industrial advantages and competitive advantages, develop energy industry, transform and enhance resource processing industry, make bigger and stronger equipment manufacturing industry, and accelerate the development of strategic emerging industries and modern service industries.


Du Ying said that in accordance with the principles of "government guidance, market orientation, mutual benefit and mutual benefit", China's eastern and western regions will carry out extensive cooperation in infrastructure, ecological construction, environmental protection, characteristic agriculture, mineral resources exploitation and utilization, major equipment manufacturing and modern service industries. The government will also actively guide Eastern industries to transfer orderly to the central and western regions and promote a more rational division of labor in the whole country.


Cooperation in science and technology is also an effective measure for cooperation between East and West China. Du Ying said that the government will encourage qualified places to jointly build the State Key Laboratory and the engineering technology research center, so as to promote the optimal allocation of science and technology resources, open sharing and efficient utilization. At the same time, the government will also guide enterprises in the eastern region and establish R & D centers in the western regions.


Du Ying also said that cooperation between the East and the West should be strengthened in terms of talent, openness and Counterpart Assistance.
