In accordance with the regulations of the State Council on supporting policies and measures for the rehabilitation and reconstruction of Wenchuan after the earthquake, the economic burden of enterprises, units and individuals in disaster stricken areas and the support for post disaster recovery and reconstruction will be alleviated. The following are the following issues: part of the administrative fees and charges for severely affected areas are as follows: [2008]21

1. From the date of issuance of this circular to the year June 30, 2011, the following administrative and administrative charges shall be waived for the enterprises concerned in the severely affected areas.

(1) all construction enterprises shall be exempted from the engineering quota measurement fees, construction quality supervision fees, agricultural irrigation water source and facilities compensation fees, water conservancy construction quality supervision fees, and railway engineering quality supervision fees, which belong to the central revenue.

(two) all mineral resources mining enterprises shall be exempt from the compensation fees for mineral resources, the royalties for prospecting and mining rights, the registration fees for oil (natural gas) exploration and mining, the registration fees for mining, and the registration fees for mineral resources exploration.

(three) all banks, credit unions and postal savings institutions, including registered institutions in disaster areas and branches in disaster areas, are exempt from banking regulatory fees and business supervision fees.

(four) all insurance companies, insurance intermediaries, including the registered institutions in the affected areas and the branches in the disaster areas, are exempt from insurance business supervision fees.

(five) all securities, funds, Futures Company (including registered institutions in disaster areas and branches in disaster areas) are exempt from regulatory fees in the securities market.

(six) all electric power enterprises are exempt from electricity regulatory fees.

Two, when implementing the policy of excluding the banking regulatory fees, the insurance business supervision fees and the securities market supervision fees, the relevant regulatory agencies shall, according to the assets, operating income and the proportion of their corporate assets and operating income, and so on, reduce the amount of the payment of their corporate legal person accordingly.

Three, Sichuan, Gansu and Shaanxi should, according to the actual situation in the locality, reduce or remit administrative fees and charges that belong to local revenues at the central level, as well as administrative and administrative charges promulgated by the province.

At the same time, all localities must resolutely abolish all kinds of arbitrary charges.

Four, enterprises, units and individuals from other regions will build new businesses in disaster stricken areas and help the disaster areas to resume production and enjoy the above tariff reduction and exemption policy.

Five, in order to support the resumption of production and development of mining enterprises in the disaster areas, from the date of issuance of the notice to the year June 30, 2011, the central government will divide the central government's compensation fee for mineral resources, the royalties of mining rights and mining rights and the price of mining rights in Sichuan, Gansu and Shaanxi provinces.

After receiving the above revenue, the receiving unit directly pays to the local treasury. The specific policies are stipulated by the people's governments of Sichuan, Gansu and Shaanxi provinces.

Six, the implementation of the policy of reducing and removing some administrative and business charges for severely affected areas is an important measure taken by the state to promote the rehabilitation and reconstruction of the disaster areas. The relevant regions and departments should conscientiously carry out the implementation work, and timely implement the situation of this circular in the local and local departments, and submit it to the Ministry of Finance and the national development and Reform Commission in writing.

Sichuan, Gansu and Shaanxi provinces, finance and price departments and the Ministry of Finance in Sichuan, Gansu and Shaanxi Province, the Ombudsman's office should strengthen supervision and inspection on the implementation of this circular according to their respective responsibilities, and seriously handle departments and units that do not comply with the regulations.
